Thank you all. Thank you so much. You know, it’s hard to believe that it has been eight years since I first came to this convention to talk with you about why I thought my husband should be president.

How we explain that when someone is cruel or acts like a bully, you don’t stoop to their level. But here’s the thing. What I admire most about Hillary is that she never buckles under pressure. She never takes the easy way out. 事实上,希拉里也对留学生伸出了橄榄枝。根据《时代周报》的报道,在其竞选网站上,一篇名为《希拉里·克林顿关于科技创新的倡议》(Hillary Clintons Initiative on Technology & Innovation)的文章中,希拉里表示,一旦自己当选,将会推行一个“创业”(Start-up)签证,让外国企业家也能来到美国创业,并且将把STEM专业毕业的研究生和博士生与绿卡订在一起。

该计划对STEM专业的留学生来说无疑是个好消息:为了将人才留在美国,希拉里将会把从认证教育机构毕业的STEM(科学、技术、工程和数学)专业研究生和博士生与绿卡“钉”在一起。也就是说,那些在有教育资格的机构攻读科学、技术、工程和数学的外国研究生和博士生,将能够在毕业时直接获得绿卡申请资格,而不像现阶段,需要首先申请工作签证、通过H-1B进行过渡。当然,这一资格的前提条件是有工作录取并有雇主支持。申请过程、等待时间、具体资质等相关细节希拉里的计划中还没有公布。 根据美国移民局数据,今年国会批准的H-1B签证名额是6.5万个一般名额和2万个预留给拥有硕士以上学位申请者的名额。依据投件数,留学生获得H-1B的中签率仅有36%。一旦该政策推行,数十万外籍留学生将因此受益。其中受益最大的应是印度学生,根据Pew Research Center 在2013-2014年间的数据,每年有超过10万名印度留学生赴美留学,其中超过60%都是STEM专业。而中国留学生的数字约为每年27.5万名,其中超过30%是STEM专业。 有关“创业”签证一项,希拉里的纲领中还表示,“将会支持‘创业’签证,这项签证允许外国的企业家来到美国建立科技相关的全球贸易公司,这将能够为美国人创造更多的工作岗位和机会。” 根据计划,如果这些获得了创业签证的企业家想要进一步获得绿卡,那么在获得签证之前,他们必须获得来自美国投资者的财政捐助承诺,并且创造一定数量的工作岗位,达到一定的绩效标准。
